Please explain Adobe cloud syncing?

LrC and the Lr phone app work wonderfully.  I sync a lot of images between them.  However, both the CC app and Ps keep telling me, "No storage information available" and "File syncing error".  How can one app be syncing fine and other apps not finding anything?

Also, I have a folder called "Creative Cloud Files" that is always empty and I have no idea what it's for.

Please explain but in plain English please?
