Prevent downloaded files going to the cloud

It appears all .pdf files downloaded to my laptop also go to the cloud.  How do I prevent that?  I want them downloaded to my laptop only.

    Thanks John.  That helped.  I didn't think I was using the cloud either but, the sync setting was sending everything there.
