Printing images

To be honest, those look like decorative ink stamps on book pages which is probably how that was done.

I suppose you could re-create something similar digtially in Photoshop with multiple image layers  stacked on top of each other -- text layer below graphics. 

Flatten to single layer and hit Ctrl+P to send it to your color inkjet printer.
