PS started on second computer only in trial mode [Branched]

I have Adobe Cloud installed on 2 computers. I am trying to open PS on my laptop but I am interrupted by a screen trying to make me purchase or the app. It gives me 2 options "Buy Now" or "Start Free Trial." I already have a subscription, I don't need to purchase it again. Why can't I open the program on my second computer? I am the only user. Thank you.

1. Open CC Desktop App.
2. Click your Avatar (top right image) > Preferences > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar again.
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

Are you trying to open Photoshop from CC desktop app?

Open the CC desktop app and check that you're signed in. If not, do that. If you are, sign out and back in again.
