Still the same problem in October 2021!
 
I finally found a link for "chat with an agent" when I clicked on "You may also be able to contact Adobe by phone:https://helpx.adobe.com/contact/phone.html" but that link ultimately took me right back to all the generic content.  Terrible support and service!
