Sampler stuck in Personal Account

Is it normal for Substance Sampler to only exist in Creative Cloud 'Personal account' ? Driving me nuts, all my other programs are in 'Teams account', all day long i'm logging in and out so i can use Photoshop (on Teams) and then Sampler (on Personal) and then back again, what a crock of crap what's going on ? Nobody at Adobe seems to know how to fix this, the website for admin is so complicated. Soon to give up with it and look for something else.
