Since update I can't rotate images

Since the newest update I am unable to rotate anything by putting my cursor just outside the selection box. The rotate arrow appears but nothing will turn. I can use the angle control in the transform controls but it is so slow and tedious. Any suggestions?

    I should add that the pen tool is acting wanky - I can't get the controls to draw a simple curve.
