"Something went wrong initialising CC libraries" - a daily struggle

I've been getting the "Something went wrong initialising CC libraries" problem for months.
Running Mac OS Montery.

I've been through the following processes to fix the problem:

  • Relaunching CC library
  • Recreating the libraries cache
  • Ensuringmy hosts file is properly set up
  • Configuring my proxy to work with libaries
  • Restarting my computer
  • Uninstalling and reinstalling the CC

  • Uninstalling all Adobe apps, running the CC Cleaner Tool, then reinstalling everything.

I can usually get it to run eventually, sometimes it just takes relaunching the CC library, and recreating the libraries cache, sometimes I have to go through all of the above steps, and yeh it fixes it, but only until I open my computer the next day when the problem returns. 
It's getting really frustrating and tedious and taking up a lot of my time as I have to go through this every single day.

 

Does anyone know how to fix it permanently?
