I'm sorry, but I've been a CC client for years now and the Creative Cloud App is really by FAR the most bloated software I have ever seen! It is a DISGRACE!
The syncing of libraries DOESN'T work. Hardly ever. And it leaves me, your paying customer (!) with exclamation marks in the system tray, which as an autist that didn't exist when I was born, with painfull frustrations, EVERY time. This post is years in the making, so please don't try to tell me how to fix it. YOU fix it! GDMD!!

And just like that, without doing anything, everything syncs again. Weird!

But I still have to select Your Libraries for it to sync to files I don't use. Otherwise the warning remains in the system tray. It is really that that drives me nuts!

I have zero problems with CC Desktop App when I use it.  90% of the time I keep mine closed.

Maybe the problem is caused by other factors, like your antivirus or firewall?

Syncing Libraries in Photoshop or Bridge

    1. Open the Creative Cloud desktop app by selecting its icon in your Windows taskbar or macOS menu bar.
    2. Check the Cloud activity icon to see your library sync status.
    3. If syncing is paused, click the Resume button to enable syncing.
    4. Ensure that file sync is turned on, as it is required for libraries to sync across devices and apps.

This has been like this for years. The resume button does nothing. Sometimes it works, but most of the time there is some sort of warning that something doesn't work. Mostly it is the syncing of libraries (which I don't use!). I am not doing anything anymore. Adobe should fix this, not me.
