Substance 3D should be available for all designers without additional costs

3D design is part of graphic design. It always has been part. It used to be, not long ago, that advanced 3D features were available in Photoshop, now they are all gone, because they got all moved over to Substance 3D.  

I have no idea why 3D features are not available to All Apps plan, but they should.

 

Anyways, that's just my opinion

that argument's not likely to sway adobe's corporate board, but you can present to someone much lower down the corporate structure and see if it goes anywhere.  https://www.adobe.com/products/wishform.html
