Could I lose my progress/work on Premiere Pro and Adobe Express if I switch to the all apps plan (especially how there's a special deal going on)? I only ask because I've been paying for said app and some others for at least a year.

no losses if you use the same adobe id to change your current plan. as contrasted with starting a new plan with a new adobe id (which you don't want to do).
