Sync issues

I have a problem. I installed Adobe cc to use photoshop and lightroom. I've always kept sync turned off as I work on files locally. I tried to download a plugin from exchange and it says to turn sync on. I did that and it's trying to sync 20gb of data. The creative cloud folder doesn't contain any files and my content on adobe contains nothing. Is this trying to download all of my content from lightroom? How do I stop it from doing this?

I've looked around and I just cannot figure this out. It's quite frustrating. The sync options don't seem to be very transparent.
