Sync problem between Ipad and Windows PC

I import RAW files into Adobe Lightroom Classic on Windows PC. Sync Smart previews with Ipad and work on the Ipad until I'm ready. After that I export photos from the PC for the full resolution.

The problem is syncing itself. Today I found on the Ipad I have 137 chosen and edited photos and when I open PC version theres 97. I open Sync setting and rebuild sync data. Nothing change exept half of the Ipad's work not showing and photos are reset to default. I edited for second time and close Ipad Lightroom. Open it on PC and again there's nothing change.

Why syncing not working as well it must?
