I need a font called Trajan Pro for a client's project. I have Photoshop CC and it appears that I can obtain that font but am unclear if it is free with my subscription or if I need to purchase it. The adobe site shows "plans" but I am confused by them.

I'm sorry that you ran into trouble with this! Trajan Pro is included with a Typekit Portfolio plan & higher subscription levels:
1) You can check your current subscription on your Typekit Account page:
2) If your Creative Cloud subscription comes with a Free plan, you'll need to upgrade to Typekit Portfolio in order to use Trajan Pro. Visit the Plans page, https://typekit.com/plans, and choose the "upgrade" button under Portfolio.
3) Once you have upgraded, you'll be able to sync Trajan Pro to your computer and use it in Photoshop CC & other desktop programs:

You can also purchase a desktop license for Trajan Pro from our partners at Fontspring (http://www.fontspring.com/foundry/adobe), if you don't wish to upgrade your Typekit subscription at this time.
