Unable to connect to Adobe Creative Cloud

Hi
I can't get into ADOBE CREATIVE CLOUD, it doesn't open (see picture),
But I remove it and reinstall.
I tried uninstalling by Control Panel>Programs and Features, but it doesn't remove Adobe Creative Cloud.


But I remove all installations of Adobe in a safe way, without residues and registration, and after that reinstall.

Hello, 

Thank you for trying to help, however after doing all that was requested in the article you have sent, nothing worked. 

Is there any other solution for this matter?
