Unable to download Creative Cloud .dll file missing

I have just bought a new PC. I have been running Adobe on my old PC without any problems for years. Ihave tried to download the Creative Cloud app so that I can load Photoshop, Lightroom, Bridge etc from the Creative Cloud app. However it will not download. I am told that a file VCRUNTIME140.dll is required. I have googled this and it appears to be a common problem - none of the fixs I have tried seem to work. What can I do?

That is a Microsoft problem... Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help

The Visual C++ runtime libraries are shipped out with your Windows updates. Do you have the latest Win10 updates?
