Unable to share CC library with other users

Share assets from a CC library using their email address, they are unable to see the library. Creative Cloud shows them as pending. A public link works but isn't ideal.

Did invitees accept the the invite via CCD? And notification is gone, but Library is not shown there in Libraries list? Is that correct?

They followed the link they received in an email which opened a web browser, not CC Desktop.

And shared with them Library is not appearing neither on https://assets.adobe.com/libraries, neither in products (Libraries Panel in CCD, Ps)?

Could you please share the Library again and see if that helps? There were some outages last week.
