Unable to sign in to creative cloud

whenever i try to sign in, this pops up and i click sign in but it doesn't take me anywhere and the same thing keeps popping up. 

I uninstalled the app and install it again but still doesn't work

1. Open CC Desktop App.
2. Click your Avatar (top right image) > Preferences > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar again.
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

Hi! thanks for you help but as soon as i open the app, it ask me sign in and from there i can move forward or backwards. it's basically stuck in the sign in pop up
