Unable to upgrade cloud storage for Lightroom from 1Tb

Question

I am unable to find a way to upgrade my cloud storage for lightroom from 1TB.  If I click no the upgrade storage within the Creative Cloud App on windows I get the error message - 'This page isn't working right now. If the problem continues contact the site owner.' HTTP ERROR 431.' This has been the case for at least the last month.  If I try to upgrade from the Lightroom App on windows I am taken to my account page but there is no option to upgrade there. It seems an un-necessarily difficult to simply upgrade to a higher storage tier?

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
