UXP Installation Issue

Hi,

In my new computer the UXP direct install (double clicking) never installed and I tried a few different things including the CC Cleaner, Reinstallation etc. Someone told me there are a lot of reported cases for this and no solution for it. 

So I resorted on the command line installation - which has been working up until now. But today I tried doing an install the update for an existing UXP and it started giving me error in the command line "Failed to install, status = -198!". I can't find anything for this error, on the web.

Any idea what could be the issue? Also if someone can guide me further with the standard double click installation issue, that would be great too.
