What is the point of creative cloud?

What is the point of creative cloud if I must keep all the files on my local computer?

I uploaded 8 HOURS of files to my Lightroom Cloud (whatever that is) and am now told that, if I want to access these files within Premier Rush, I must DOWNLOAD all these files onto my computer and then re-UPLOAD into Premier Rush.

So what is the point of the cloud?

I don't want to "synch" everything in the cloud onto my computer.
