When I upload photos to CC to edit, about every 15 photos are damaged. This is not on my original photo, and when I close out and bring it up again it is fine. There are splotches on the photo, not ever in the same order or location.

Sorry to hear about your difficulties, like John I'm not quite understanding what your workflow or process is. What program are you seeing these splotches in, the browser or one of the Adobe applications? Do you have the option to test if its happening on more than one computer? Can you explain in more detail the steps leading up to the splotches appearing?

Adobe resized my image and it looks like crap, however you can see the splotches across his face from his ear to the cake
