Why can't I access my cloud libraries?

Why can't I access my cloud libraries? I am going mad, I am due end of work that I can't access. I have logged in and out, restarted, unistalled, everything. Please help!

reset the cc desktop app by making sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

restart your computer after the reset and then check the app library.
