You don't have access to manage apps - No config folder in OOBE

Hello everyone,
I have found different answers on the forum with answers on how to fix this problem, but I have tried them all and none of them worked for me. I don't have the config folder inside OOBE, I've tried to restore it in different ways (deleting the folder and re-entering it, renaming it,...) nothing worked and I can't install the apps on my mac.
I have a personal account and the mac is also personal.
