ACTIVATION ISSUE

I am getting an "error: check activation" message when I attempt to download a library book.  I have tried de-activating the program, intending to re-activate it, but the system won't let me do that - it reads that it cannot de-activate - try again later.  I have tried for five days, and still can't get it to work.  HELP!
