Activation limit exceed - needs technical support

Adobe Customer Care told me to come here for help from the website technical support team.  I'm trying to download a library book to my Kobo but Adobe Digital Editions is giving me the following message -

I would prefer not to share my email address if this is a public forum.  I'm a little confused if this is customer service or some sort of general, open site.
