ADE 2.0 Download Zip File?

When I visit the ADE download page, the link to download the windows version is to a zip file.  I have heard others talk about an exe installer on this forum, why am I getting a zip file.  Is this just until the exe gets properly signed or something?  Many of our customers won't be able to handle an zip file without major hand holding.
