ADE 4.0 on Windows 8.1 continually loading library

ADE 4.0 on Windows 8.1 does not open - says "loading library" but was doing that for 4 hours. Tried restarting PC. Same issue. any suggestions as to how to get it working?

    Your Windows 8.1 is up-to-date? I'm asking this because I've got ADE 4.0.3 running under Windows 8.1 without any (major) problems; certainly not a loading-issue.
