ADE can't connect to fulfilment server

i'm running ADE 4.5.11 so it should be up-to-date.  it's worked before, but now it complains  that it cannot connect to a fulfilment server and asks  if i'm on the internet, which, since i'm posting here, i appear to be.  is there some kind of outage?

    http://adeactivate.adobe.com from the other threads -- some as old as 2015 -- does not work, but maybe how things works have changed?
