ADE will not open on PC

I installed ADE 4.5.1 on my PC.  The install went smoothly.  When I attempt to open ADE, nothing happens.  I have uninstalled and reinstalled many times,,,,same result.  I then reinstalled 3.0 and that opens just fine, but my books will no  longer open. ADE only provides 3.0 and 4.5.1.  Maybe a fresh copy of 4.0, which is not offered ADE.  Any suggestions?
