ADE with Jaws

I am attempting to help a blind reader who uses JAWS with Adobe Digital Editions on Windows XP.  We have been trying to find a way from him to view the TOC in the Navigation panel.  Cntl T brings up the Nav panel but we can not find a keyboard shortcut which switches the focus to the nav panel.  Can anyone please help?
