ADE won't open - Windows 10 Anniversary Edition

I use ADE several times a year in concert with Overdrive to sideload books onto my e-reader.  Had to rebuild my laptop last fall, and since then, I've been having trouble.  I solved the problem where ADE didn't recognize my Nook.  Most recently, it won't open.  I've uninstalled and reinstalled, but when I click on the icon, nothing happens.  Even the installation didn't seem to go as I remember.  It seems like the installer installed, but I never got a setup wizard or got asked to authenticate my account.  Is this a known issue/conflict?  What else can I try?
