Adobe Digital ebook error message

I keep getting an error message when I try to download a book I purchased from accp.com. It says license fulfilled by another user. I downloaded this book about 4 months ago and my laptop was erased recently. I do not recall downloading the ebook from a different license user. Can I somehow bypass this problem?

You get the error that fulfilled by another User when the eBook are linked with a other Adobe ID.

Often its happens when you open/download a eBook before you authorize Digital Edition. Then

authorize and can the eBook no longer read.
