Adobe Digital Editions 4.0.3 will not open when clicked

My laptop runs Windows 8.1. I have been using Adobe Digital Editions 4.0.3 for months now. Two days ago, I opened an epub book from the library. It was converted to an ACSM, then I clicked on the ACSM. Normally, this opens the book in ADE. That day, it didn't open. I tried to open an epub from my other library, nothing. I tried to click and open ADE, nothing. I also tried to download an ebook from another website, nothing.

I tried to uninstall ADE and reinstall, but it still doesn't work. It downloads the program, but still doesn't open. When I click on it, the icon blinks and I always think something is going to happen, but it doesn't open. I don't know if the issue is with ADE, my computer, or something else entirely.

Does anyone have any ideas for how I can get my library books?

ADE's stopped opening for me as well - figure out why and its driving me crazy as I'm about to go on hols and want to load my ereader up with library books.
