Adobe digital editions 4.5.11 for Windows won't run after install

It seems to install just fine, but then when I try to launch it, nothing happens.

I'm running windows 10 with all the latest updates as of today.
-Installed after a fresh boot. 

-Followed the official troubleshooting help (uninstall and re-download using Edge instead of Chrome, then re-installed), Tried this 3X, still didn't run.

On one of the (many) similar posts, somebody mentioned that they have a paid adobe subscription through work on a different email account, and this was causing them the same problem. The installed 4.5.11 on a different computer where they never use their work email account, and that resolved the issue. According to them, "the applications talk to each other in the background." 

I don't have this option. I use this desktop computer for both personal and work. 

I've paid for 2 ebooks and now can't read them on my PC because of this non-functional adobe 4.5.11 install issue. Help!
