Adobe Digital Editions - Authorisation Error Message

I have received the below error message;

Unable to download

Error getting License. License Server Communication Problem:

E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

I have received this countless times and nothing in the forums will fix it. It is ridiculous that the only program that is able to open this program doesn't work and we have to go to great lengths to make it work. I would like some help on this issue please. I have done all the basic troubleshooting on the Adobe website.
