Adobe Digital Editions crashes at every launch

version  4.5.12.0.

only one user/machine

Faulting module name: rmsdk_wrapper.dll

We have uninstalled and reinstalled multiple times and ensure to remove the My Digital Editions folder in the documents directory prior to the reinstall.  The software will run if we launch it as administrator, but this is not possible for the user as they do not have local admin permissions.  any guiance is appreciated.
