Adobe Digital Editions -- What is "error getting license" and how do I fix?

When I tried assigning Adobe Content Server Message, I received the following error message.

Unable to download

Error getting license

E_LIC_ALREADY_FULFILLED_BY ANOTHER_USER

I had installed Adobe Digital Editions on a different laptop, but now want to download on a new device.

Any suggestions on how to fix this?
