Adobe Digital Editions Won't Let Me Open My Kobo Books

I have quite a few books I purchased from Kobo over the years. I now have a new laptop, but when I try to download the books to the new computer, I get a message that says "Unable to Download. Error getting License. License Server Communication Problem: E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER"

The other user is me, using my old laptop. How do I get the books on my new computer? Note, I have authorized both computers with Adobe. I have also tried uninstalling and reinstalling ADE. Now what?
