after loading ADE 4.0.3, and factory reset and deauthorize and reauthorize, i get message E_ACT_TOO_MANY_ACTIVATIONS Please reset.

After loading ADE 4.0.3, and a factory reset and deauthorize and reauthorize, I get message too many activations.  Please reset.
