Already Fulfilled

I just changed my laptop for a Surface Pro.  Everything done to download library books.

When I get to the last part the message says:

Unable to download.

Error getting license.  License Server Communication Problem.

E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER

Help please.
