Authorised account or not?

Continuing with the theme of constant problems with an authorised account or otherwise
I set up a brand new desktop PC today, and established both a new Adobe account and a Kobo account.
Downloaded two books from my local library via ADE onto the Kobo reader, after I ejected the KOBO from the PC, one book was authorised and the other stated I was wasn't authorised to do so!!
You couldn't make this up; it's a joke, and a very poor one
