I am trying to get authorization from Adobe to be able to use my Overdraft app on my Toshiba Tablet to read my e-books.

Try using the Bluefire app instead.

Of if you really want the Overdrive app, install and register the Bluefire app.

I think the registration works by device rather than by app,

so registering via Bluefire may get your Overdrive to work.
