Big Problem with a Kobo eReader

Hi,  I have a problem with my Kobo eReader and Adobe Digital Editions.  I keep getting two messages when I attempt to download a book from my local library using their Overdrive system. Message 1 is CE_COPY__NOT_ALLOWED No permission to copy book.  Message 2 is E_ACT_TOO_MANY_ACTIVATIONS. Am I correct that every time I try to down load a book and I have to reauthorise my computer because I get a message telling me that it is not authorised to download the book I use up one of my six licences.  Any help would be appreciated.  Meanwhile how do I get the licences reset.

    Check if you Reader and Adobe Digital Edition are authorize with the same Adobe ID.

    I have reset the eReader and Adobe Digital Editions and both are using the same Adobe ID. I was able to download a book from the library, but when I tried to download another book I got those two messages. Who resets the licences? Am I correct that every time I authorise the eReader I use up another licence.

    You can not reset the license. Has you try it with a other eBook?
