Can not open ACSM files with ADE

Having just reinstalled  ADE , removed the ADEPT key and restarted ADE and  re authorized  my computer, it still will not open ACSM files. The error states ... Error getting licence, Licence server Communication problem. E_UC_ALREADY_FULFILLED_BY_ANOTHER_USER.

Can this problem be fixed please?  Thank you
