can not open ADE 4.5 on Windows tablet (8.1 pro)

program installs fine.  I was able to open it once, however, the "Getting Started" help file would not open.  I made a few attempts to close and reopen ADE and within a few minutes the program crashed completely and now won't even open at all.  The shortcut icon for ADE still displays but will not open when it is clicked.
