Can't Authorize

I had to uninstall Windows 11 and reinstall Windows 10 and in the process, lost my Adobe Digital Editions. 

 

Reinstalled and now must authorize. I'm trying to read a library book and authorization is needed. I can't erase the authorization because there is none. I keep getting the error message:

 

"The vendor account you entered is not associated with the item you are trying to open. Try again." See screenshot.
