Can't download purchased book error CE_Copy_Not_Allowed

While in Adobe Digitial Editions, I am trying to drag my purchased book over to my ereader but I am getting an error code that says CE_COPY_NOT_ALLOWED No permission to copy the book.  I have purchased this book and should be able to copy it to my ereader.  Can anyone help?

    Has you reader and digital Edition authorize with the same Adobe ID?
