can't open acsm files on Adobe Digital Editions

About a day and a half ago I bought an ebook on Kobo and went to open it with Adobe Digital Editions 4.5. I got an error

"Connection error detected.  Digital Editions could not connect to the fulfillment server.  Please make sure you are connected to the internet."

I am connected to the internet. I tried uninstalling the program and installing it again. Tried to deauthorize, authorize and even tried to open the ebook without an Adobe ID. I tried to open a different book that I had already bought a while ago, got the same error message. Even tried doing it with Adobe Digital Editions 4.0. Same error message. I tried buying the same book on a different website and was able to open it Adobe Digital Editions. I contacted the Kobo support chat and they were incredibly unhelpful, just telling me to try their Kobo Desktop App instead of trying to solve the problem which seems to happen only with their books. I feel like I'm at my limit.
