Can't open/run ADE 4.5 installer on Windows 10

I've downloaded both the installer and the 4.0 zip file to attempt to install ADE.

I keep getting the following messages:

    The service cannot accept control messages at this time

and

     The installer requires administrative access, aborting.

The thing is, I'm the only person on this computer, and I have administrative access.

I have no idea what the problem is. Any help would be great!
